Regarding the Masquerade: I'm not entirely certain what's going on there, either. (Now what I'm less clear on is what happened to the regular people of the City of Intention - they seem to have either vanished completely or been assimilated into the Eldarian Army) Dandara and Eldar also seem to be critically important figures for the Salt to bring back to maintain the loop it's stuck in, so I assume that's why they're always being reborn. Given the cutscenes from the secret ending there's definitely a lot more people around, so I assume the canonical reason you don't see them is that they're hiding out in parts of the Village that Dandara can't reach. Regarding the Salt's people: There is definitely evidence of more people present, like there's the one unfortunate soul you see murdered in The Masquerade by two humanoid monsters and right outside the bar in Village of Artists there's a lone guy in the background completely lost in a book, paying 0 attention to the world. Regarding Eldar: Given their final title "Them, Eldar" and the dialogue with/notes relating to the Masters, I suspect Eldar may have once been human but since has become something more, the embodiment of the Golden Idea. Perhaps everyone comes back like Dandara in the world. You come across plenty of dead bodies which seem to suggest there were regular people who existed in this world before. While some of the characters you come across look like normal people a lot of them are larger than life and more god-like. After you defeat him you can talk to the Old Crone and choose to wait for him to come back. What’s strange to me is I can’t decide whether Eldar is human or some kind of deity. I assume Eldar based on his appearance was a member of this organsiation but it looks like he left it after he founded his army. Did anyone find anything that hinted towards why it was founded and what their goals were? All I could find was them promising to be the elite of the salt. The masquerade seem to be some form of political movement in the world before everything started to go wrong. The DLC seems to go more in-depth into this. Before the DLC there wasn’t really an explanation what the golden idea was or where it came from or even Eldar came from. I found the area regarding the masquarading to be fascinating plot wise.
